[profile] vaznetti says,
I went with BH to vote, where there were two older ladies at the door, one from the Lib Dems and one from the Conservatives. They asked whether I was voting and I explained that I wasn't a British citizen. "Oh, no problem," said the Lib Dem lady. "Welcome in!"

"I'm so sorry," said the Tory lady.
(Context is a foreigner and somewhat confused.)

Wow, that's... really funny. Correct me if I'm wrong, but isn't the Lib Dem on the right track? I seem to remember that mere residents can vote as well as citizens.

I can vote in the UK because I'm a Commonwealth citizen--maybe that's what the Lib Dems were thinking of?

Maybe the Lib-DEm just allowed him in to accompany his friend, though he wasn't going to vote.
